Starting The Lost Shipment Quest

Locate the Brannof Hall Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him again to receive two vital leads.

Investigate both leads. Remove any Town Guard attire before questioning anyone.

Find Captain Shirker on his ship, The Vincible (southeast). After a meal at The Delectable Dab, he'll mention a man in a blue waistcoat.

Locate the Man in a Blue Waistcoat in the Town Square. He'll lead you to "The Illusion," a weapons dealer. To access the weapons, you must impersonate "Sam," requiring a monobrow.

Ask Around at The Hooked Hand

Investigate The Hooked Hand restaurant (near Eel Street). You'll be directed to The Frequently Fresh Fish Stall.

The stall is beyond the Eel Street Bridge. The Fishmonger requires a Fetid Flounder (Level 25 Fishing Skill). Use a Quill, Ink, and Paper (found on Lord Brannof's desk) to write a note and hide it inside the fish.

Give the fish to the Fishmonger, hide, and observe the "Furtive Stranger."

Follow the Stranger to Monab Row. Remove any Guard armor to reveal your monobrow and identify yourself as "Sam." Defeat the Level 30 thief, retrieve the Plumbatae, and return them to Brannof Hall to complete the quest.
