Merchants: Lluisa Melcer & Abritt Porrya

The quickest method is to visit Lluisa Melcer at the Farmer's Market and Abritt Porrya in Piaza Mez Vidarro in Emerald Stair. Each merchant sells up to 5 Hylea's Talons for 450 coins apiece.
