This top isn't available for purchase; its blueprint must be found. The quest requires you to interact with a boy who desires to see you wearing this specific garment.

Teleport to the indicated area. You'll encounter numerous monsters guarding a chest containing the blueprint. A particularly challenging foe is a mob with an impenetrable shield; strategically attack from behind to overcome it and acquire a necessary button for crafting.
