Klara's romantic storyline begins during the "Back in the Saddle" quest, following the "For Whom the Bell Tolls" quest where you rescue Hans. You'll need to gather marigold, sage, and poppy for Klara. These herbs are readily available in the surrounding area; those already in your inventory will suffice.
After delivering the herbs, avoid expressing suspicion about Nebakov Fortress to Klara; doing so will prematurely end the interaction. Instead, continue the conversation naturally.
