The Weapon Development Facility allows comprehensive weapon management. Upgrades demand resources and Entitlement Points, costs mitigated by enlisting Citizens with varying Facility Manager Aptitude. While initially complex, the system proves user-friendly.
A pre-upgrade screen shows stat changes. The facility also enables Element addition and Module/Module Slot experimentation. Higher Grade weapon upgrades necessitate permits purchased from the Claim Entitlement tab within the Window of Liberty.
Early missions yield limited high-Grade weapons. While Zakka in The Warren sells Grade Level 1 items, upgrading becomes crucial. A CODE 3 Exam requires higher Grade Development Facility Permits, enabling focused weapon upgrades. Low-Grade mission weapons can be donated for sentence reduction and additional Entitlement Points.
