Blizzard has ensured that obtaining Fugitive Heads is a challenging endeavor. To start, players must complete Whisper bounties within the new Headhunt zones of Season 7. Upon completion, there's a chance an Uprooted Cocoon will appear. However, opening these cocoons isn't straightforward; they spawn Headrotten Bosses, which players must defeat. With a bit of luck, some of these bosses will drop a Fugitive Head.

The process is inherently lengthy and relies heavily on chance. Fortunately, players can increase their odds of encountering Fugitive Heads by using the Draught of Whispers Elixir. This elixir, which can be obtained from Exposed Roots, Whispers Cache, and Coven's Cache, boosts the chance of Fugitive Heads spawning by 50% and also increases the likelihood of Forgotten Altars appearing.

Another critical factor to consider is the difficulty level. Fugitive Heads have a very low spawn rate on difficulties below Torment. Given their rarity, it's advisable for more casual players to gradually acclimate to the Torment difficulty before embarking on a Headhunt.
