During Chapter 1, after completing the second major battle, "Test Of Zheng Fei," a merchant will appear in the overworld as you head towards the Battle Of Guangzong. You'll find him northeast of Wan Castle but before reaching the camp, standing next to his horse. Simply talk to the merchant, and he'll gift you the horse, which will automatically be equipped.
