The Legend: The story goes that in the original Civilization, leaders had an aggression value (1-10, or 1-12 depending on the account), with 1 being pacifist and 10 being aggressive. Gandhi, being a pacifist, started at 1. Upon adopting Democracy, his aggression supposedly decreased by 2, resulting in -1. This negative value, according to the legend, caused an 8-bit integer overflow, making his aggression value jump to 255 – incredibly high. With nuclear weapons readily available after adopting Democracy, this led to Gandhi becoming a nuclear-armed warmonger.

The Reality: Sid Meier, the game's creator, debunked this in 2020. He stated that the aggression variables were signed integers, preventing the overflow. Furthermore, government type didn't affect aggression in the original game. Brian Reynolds, lead designer of Civilization II, corroborated this, noting only three aggression levels existed, and Gandhi wasn't unique in his pacifist setting. The code simply didn't support the described behavior.
